INTRODUCTION
The fundamentals of budgeting in the present competitive corporate environment are all covered in courses on management budgeting and performance. This course teaches students how to analyze data practically and creates the tools necessary to conduct successful analyses and reach well-informed decisions.
The subjects covered in the course include developing a justified budget with regard to assets and investments, tracking and integrating budgets with performance, generating budget presentations, and preparing budgets.
COURSE OBJECTIVES
By the end of the course, participants will be able to:
- Understand how budgets and performance data are integrated;
- Acquire the skills necessary to defend the performance-integrated data to other departments;
- Recognize changes in performance relative to the annual budget;
- Take into account performance data changes to ensure their use to support government projects.

- Identify similarities and differences of foundations in private and public (governmental) sectors planning and budgeting
- Importance of agency budget and it core elements
Performance groundwork
- Strategic hierarchy from the mission to activities with inclusion of measures of performance
- Validation of the strategic hierarchy through theory of change/models/strategy maps
- Initiative identification and inclusion in the budget year
Integration of performance and budget formulation
- Characterization of different types of budgets and identification of elements of performance integrated budget
- Alignment of performance integrated budget with the budget calendar
- Internal and external sources of budget data
Implementation of the performance integrated budget
- Development of a Cost structure tied to the strategic hierarchy
- Performance integrated budget reporting
- Adjustment to the performance integrated budget
Group discussions
- Review of performance integrated budget
- Summary and integration of planning, performance management and performance integrated budgets
